Face Wash: FSA Eligibility

Face wash is not eligible for reimbursement with a flexible spending account (FSA), health savings account (HSA), health reimbursement arrangement (HRA), limited care flexible spending account (LCFSA) or a dependent care flexible spending account (DCFSA) as it is considered a cosmetic product.

What is face wash?

Face wash is a product designed to clean the face in conjunction with water. Face wash is typically used first, then rinsed off immediately afterwards with water. Face wash is not designed to prevent, treat or diagnose a medical condition or disease and is therefore not eligible for reimbursement through a consumer-directed healthcare plan. Face wash is an Over-the-Counter (OTC) item and is considered a cosmetic product. Face wash is manufactured and sold by a large variety of different brands. Face wash is also called facial cleanser. Some face washes are designed to be applied by hand, others are designed to be applied by a cloth, applicator or sponge, or other method. Face wash may also contain different active ingredients such as microbeads or chemicals to help with exfoliation or oil removal. Some face washes emphasize natural ingredients while others incorporate scents, cleansers, texturing agents, or cooling agents.

Face wash is designed to be used at the sink or in the shower or bath with a steady supply of water. Face wash is designed to be disposed of immediately after use through the drain of the sink, shower or tub. Face wash may be advertised as having a formula specially designed for individuals prone to excess facial dryness or oiliness. Face wash may also be formulated specifically for men or women, for different age groups, for use before or after applying makeup or medication, or with specific ingredients to address issues such as blocked pores, sun exposure, wrinkles, etc.
