Steam Inhaler: FSA Eligibility

A steam inhaler is eligible for reimbursement with a flexible spending account (FSA), health savings account (HSA), or a health reimbursement arrangement (HRA). A steam inhaler is not eligible with a dependent care flexible spending account (DCFSA) or a limited care flexible spending account (LCFSA).

What is a steam inhaler?

A steam inhaler is a medical device that converts medication in liquid form into a mist so that it can more quickly be absorbed into the bloodstream through the tissue of the lungs. Steam inhaler sessions are sometimes referred to as "breathing treatments" and they are a favored method of delivering cold or respiratory soothing medications to infants and small children, as well as anyone who has difficulty taking other forms of medication to treat their symptoms.

Steam inhalers may be used with medication or with soothing menthol or cold-soothing materials designed to help when suffering a cold, flu, bronchitis or respiratory infection. Steam inhalers are often confused with nebulizers, though nebulizers tend to be more technologically complex and robust, and are designed to deliver precise amounts of medication. Steam inhalers are generally used for relief of medical conditions and illnesses related to the respiratory tract.

Steam inhalers are available in both home and portable models. The at-home models typically run on electric power from an outlet and are designed to be used while in a seated position. Portable models work by running on batteries or can be plugged into a vehicle's electrical outlet, and they are both great options. Both at-home and portable steam inhalers cost about the same and are considered "durable medical equipment": and are eligible for reimbursement with consumer-directed healthcare accounts and most insurance policies.

Steam inhalers are considered Over-the-Counter (OTC) medical products and are eligible for reimbursement with consumer-directed healthcare plans.
