   Questions Answered about Over-the-Counter Changes to Healthcare FSAs.

There are still thousands of products I can buy with my FSA without prescription, how can I find out what ones?

What does this mean that over-the-counter medicines will not be reimbursed by my FSA without a doctor's prescription starting in 2011?
 

Starting January 1st, 2011, over-the-counter products that contain a medicine or drug, other than insulin, require a doctor's prescription in order to be reimbursed through a Flexible Spending Account (HSA, HRA, MSAs are included in this regulation as well).

However, it is important to note that this change does not apply to all over-the-counter products. There are many products and medical supplies that are still completely reimbursable through an FSA that do not require a prescription and can be purchased with your FSA debit card. How do I obtain a doctor's prescription for my over-the-counter medicine?
 
If you use a product, such as Tylenol or Claritin that you would like to get reimbursed under your FSA after 2010, please note the following guidelines. Also, see our 5 Step Plan to help obtain a doctor's prescription.

a) You must obtain a prescription for the over-the-counter drug or medicine. You can do this with your local practitioner or to find a local doctor visit our find a doctor services section. Prescriptions must be written by someone legally authorized to write prescriptions within your state.
b) The effective date that you can get reimbursed for this over-the-counter product by your FSA account is the date of the prescription. You cannot get reimbursed for the over-the-counter product until the date of your prescription.
c) You cannot use an FSA debit card for the over-the-counter product that is eligible with a prescription on our site. You can purchase the item with another credit card on our site and submit a manual reimbursement claim to your FSA Administrator, along with the prescription or copy of the prescription, to get the product reimbursed by your FSA account. Receipts can be easily printed when you login to your account.

Are there still over-the-counter products that I can buy with my FSA account without prescription?
 
Yes! Our site currently carries thousands of products that are FSA eligible and FSA eligible with prescription. Just shop our site for your everyday over-the-counter products and enter two forms of payment at checkout: your FSA debit card for your FSA eligible items, and a major credit card for your FSA eligible with Rx items. If you have prescriptions for the Rx OTC items you can submit them to your FSA administrator through their manual claim process.
 
Can I still use my FSA debit card at FSAStore.com?
 
Yes. You can still use your FSA debit card for the over-the-counter products that are still fully eligible at FSAStore.com. Want to see if a product you buy is still fully eligible to be purchased with your FSA debit card without the need for a prescription? Just shop our site for your everyday over-the-counter products and enter two forms of payment at checkout: your FSA debit card for your FSA eligible items, and a major credit card for your FSA eligible with Rx items. If you have prescriptions for the Rx OTC items you can submit them to your FSA administrator through their manual claim process.
 
If I get a prescription for my over-the-counter product, what steps do I have to do to get a reimbursement from my FSA Administrator?
 
If your employer's Health Care FSA reimburses these expenses, you would provide the prescription (or a copy of the prescription or another item showing that a prescription for the item has been issued) and the customer receipt (or similar third-party documentation showing the date of the sale and the amount of the charge) to your FSA Administrator for reimbursement. For example, documentation could consist of a customer receipt issued by a pharmacy that reflects the date of sale and the amount of the charge, along with a copy of the prescription; or it could consist of a customer receipt that identifies the name of the purchaser (or the name of the person for whom the prescription applies), the date and amount of the purchase and an Rx number. Does this new rule for over the counter products apply to MSA, HSA, and HRAs?
 
Yes, the rules are the same for Health Care FSAs, Archer MSAs, HSAs, and HRAs.
 
Do the Health Care FSA changes apply to prescription medications?
 
All prescription medications are still covered under your Flexible Spending Account. The FSA changes only affect over-the-counter medicines, not prescription medication.
