Toiletries: FSA Eligibility

Toiletries are not eligible for reimbursement with a flexible spending account (FSA), health savings account (HSA), health reimbursement arrangement (HRA), limited care flexible spending account (LCFSA) or a dependent care flexible spending account (DCFSA).

What are toiletries?

Toiletries are articles used for washing, cleaning, and maintaining bodily hygiene. They are normally use in restrooms, bathrooms, showers and baths. Toiletries can describe anything from oral care items like mouthwash, toothbrushes, toothpaste and floss to hair products like shampoo and conditioners; bathroom products like toilet paper; feminine hygiene products like tampons and pads; cotton swabs and fingernail clippers, and more.

Toiletries are not, on their own, eligible for reimbursement with any consumer directed healthcare account because they are not used to treat, prevent or relieve a medical condition or disease. On many occasions, toiletries may be incidentally eligible for reimbursement because they serve one of these purposes, and also happen to be considered toiletries. An example of this would be prescription contact lenses and contact lens solution, or a special mouthwash with antibiotics that is prescribed by a medical doctor or dentist to treat a medical condition in the mouth.

Toiletries are usually Over-the-Counter (OTC) products sold nationwide in drug stories, grocery stores, corner stores, and department stores. They are considered universally useful and necessary, and part of regular living rather than for specific medical care. Toiletry kits are commonly sold as well, and may consist of the basic items like soap, shampoo, toothpaste, etc. for use in travel or as a quick solution for emergencies or last minute situations. Other toiletry items that may be considered eligible for reimbursement in the right circumstances include bandages, hand sanitizer, condoms, medicated lip balm with a prescription from a medical doctor, and eyeglasses cleaning clothes.

Toiletries on their own are not eligible for reimbursement, but that doesn't mean it's impossible to fill a toiletry kit with eligible items.
