FSA participants are often confused about FSA eligibility. It’s not unreasonable to assume that general care items such as a toothbrush or tooth paste would be FSA eligible. However, these items do not treat a medical condition and are therefore not eligible for FSA reimbursement.
According to the IRS, "Medical care expenses must be primarily to alleviate or prevent a physical or mental defect or illness. They do not include expenses that are merely beneficial to general health."
Examples of Ineligible Expenses
If you’re wondering about a particular FSA eligible expense, you can always consult your FSA administrator. Your employer’s Summary Plan Description carefully details which products and services are eligible under your FSA. A health care provider could also write a letter of medical necessity, which could turn a previously ineligible item into something you could get reimbursed for by your FSA.
However, a doctor must describe in detail that letter what specific medical condition the item is treating. As long as a product or service serves to alleviate a medical condition it is likely eligible for FSA reimbursement. However, there are a few exceptions to that rule. Vitamins (except for prenatal vitamins and specialty supplements for joint health), maternity clothes, and weight-loss programs typically fall under the ‘ineligible category’ because they are considered beneficial to “general health.”
