Contraceptives (OTC): eligible with a Flexible Spending Account (FSA)
Over-the-counter (OTC) contraceptives are eligible for reimbursement with a flexible spending account (FSA), health savings account (HSA) or a health reimbursement arrangement (HRA) and may be eligible with a limited-purpose flexible spending account (LPFSA). OTC Contraceptives are not eligible with a dependent care flexible spending account (DCFSA).

Over-the-counter (OTC) oral contraceptives are considered preventive care by the IRS and may be eligible with a limited purpose flexible spending account (IRS Notice 2024-75). Be sure to check with your administrator on what your LPFSA covers.

FSAs, HSAs, and HRAs may reimburse expenses incurred for OTC contraception without a prescription to the extent that the cost is not paid or reimbursed by another plan or coverage. (FAQs About Affordable Care Act Implementation Part 54)
