Pads: FSA Eligibility

Pads: eligible with a Flexible Spending Account (FSA)
Some pads are eligible for reimbursement with a flexible spending account (FSA), health savings account (HSA) or a health reimbursement arrangement (HRA) as they are primarily used for the treatment of a medical condition. Pads reimbursement is not eligible with a limited-purpose flexible spending account (LPFSA) or a dependent care flexible spending account (DCFSA).

Under IRC 213(d)(1), "medical care includes amounts paid for the diagnosis, cure, mitigation, treatment, or prevention of disease, or for the purpose of affecting any structure or function of the body." This includes medical equipment and devices.

What are pads?

Pads are among the most common means of delivering targeted therapy, medicated ingredients or safeguarding a specific area of the body for a particular medical purpose. These products encompass a huge range of potential products, including cooling headache pads, hot/cold therapy pads, nursing pads, bladder control pads, moleskin pads, first aid pads and bandages and much more. As of March 2020, this now encompasses menstrual care pads after being included in the CARES Act.
